Washer fills at a drip on cold water wash and rinse.
The water flows very strong through both hoses when disconnected but the cold water flows at a drip when just on cold cycle. There is no cold-cold cycle or I would just change the hoses which works as cold water fills quickly but then it changes to warm during the rinse cycle and I want just cold water. I see the wire filter, if that is what you call it but I don't know how to tell if it is clogged or how to unclog it.

If you are talking about the screen in the hose you can take it out and clean it. If you are talking about the screen in the valve you can try to clean it without removing it but if this is unsuccessful replace the water valve.
